F1 to discuss 1,000hp engines on Thursday
F1 is targeting a return to four-digit horse power.

Increasing the fuel flow rates along with tweaks to the rules regarding the amount of fuel used during a race were put forward to achieve the 1000hp target.

On Thursday, the F1 sport's powerful strategy group is set to meet in Paris, and the big-ticket item for discussion will be Bernie Ecclestone's desire for 1,000 horse power by 2017.

The F1 supremo has confirmed to Forbes that the so-called new engine 'unfreeze', allowing manufacturers to more freely develop their turbo V6s throughout the season, will not be enough.

"(It's a) good power unit and a wonderful bit of engineering but not designed for formula one," he told F1 business journalist Christian Sylt.

Indeed, a new report by Italy's authoritative La Gazzetta dello Sport reveals that Ecclestone is preparing to propose a move to a 2.2 litre, bi-turbo V8.

Others may argue that the current V6 architecture is fully capable of delivering the kind of horse power punch that Ecclestone is seeking.

Andy Cowell, engine boss at F1 pacesetter and reigning champion Mercedes, told Speed Week: "The maximum power output of the V6 turbos, if we reach 100 per cent thermal efficiency, is 1,630hp.

"That would be perfection, and perfect is what we strive for," he added.

FIA president Jean Todt confirmed that the issue of engines will be discussed at the Paris meeting on Thursday.

"Personally," he is quoted by Russia's f1news.ru, "I am open to any constructive suggestions, but on the condition that we ensure the stability of the technical regulations.

"If it is possible to increase engine power under the current rules, then it can be considered a normal evolution," the Frenchman added.

F1's Strategy Group is Meeting in Paris Today
What's in store for F1's Future?

The group, which comprises of FIA's Bernie Ecclestone (commerical rights holder), FIA President Jean Todt and six "leading teams" - Ferrari, Red Bull, McLaren, Mercedes, Williams and Lotus - is to discuss a range of issues including Ecclestone's controversial move to change the engine formula again. Ecclestone is seeking 1,000 bhp power units.

Also on the agenda are discussions surrounding simplified aerodynamics and wider rear tires.

The news of Manor - formerly Marussia - is close to a shock comeback before the Melbourne opener in March so they'll want to talk about F1's depleted grid this year. F1 is still looking to cut spending, though it is the leading teams above that form the "Strategy Group" and that usually stand in the way of any worthwhile reforms. Much like congress. lol

Recently, Ferrari's new team principal Maurizio Arrivabene called for more "rock 'n' roll" in the sport, actually "heavy metal" and the former Marlboro man is looking to F1 to reach out not only to existing fans but to recruit new, younger followers.

This, seemingly, in stark contrast to Ecclestone who sees the sport's demographic in terms of the 40+ generation, those with access to more money and eager to spend it on watches, cars, and the like, as opposed to younger fans. A claim the F1 boss subsequently denied.

It comes amidst dwindling TV audiences and the concern fans are being put off the sport as it has become more focused on technology than driver skill.

Despite his team's impressive form at Jerez, last night Arrivabene admitted that while he was impressed with the SF15-T's pace and reliability, his attention was on Paris, "where tomorrow’s meeting will decide the future of our sport".

There is much self interest among certain teams and there has already been rumours about talks of preventing any bid by Marussia (Manor) to return to the grid...they've got an eye on the (rumoured) £40m prize pot the Banbury-based outfit has yet to claim.

As we know from experience, when certain teams say "our sport" they mean "their sport", the bottom line being that whatever decisions come out of today's meeting - (which would still have to be approved by the F1 Commission and March 1st is the latest date the sporting and technical regulations can be changed without unanimous agreement), will be coming from the teams thinking individually of what's best for them.

It has been suggested top teams will lean in favour of voting against the smaller teams return to the grid due to concerns over safety but also finances, as it could prematurely end discussions of financial redistribution.

Marussa has already auctioned off many assets including laptops, moulds of the 2015 car- and well...the factory itself!

If there's any chance Marussia (or Manor--good grief) have of making it to Melbourne, it depends entirely on their being given permission to run their 2014 car. That means the teams inside the stratedgy meeting would have to take their eyes off of Marussia's (I mean MANOR) ASSets.

Marussia's last shot at a comeback was blocked by Force India's "NO" vote

Chances of a Marussia Formula 1 return this season have been dealt a severe blow after Force India rejected their request to use last year's car.
The team hope to race again under a new name after ceasing trading last October and missing 2014's last three races. The current rules require a new car for the 2015 season. Marussia requested to use their 2014 car, not having time to build a new car prior to Australia next month. This move would have required unanimous agreement from all the teams. Apparently, the Force India boys didn't like their chances with Marussia in the game, more than likely being a strong competitor in their fight for a probable last place finish in both the Driver's and Manufacturer's Cups for 2015.

Force India, probably out of shame and/or embarrassment, declined to provide reasons for rejecting the request, while Marussia were unavailable for comment

Why Can't Marussia Modify Their 2014 Car?

The rules governing the chassis and nose area of F1 cars have changed this year on safety grounds.
Those changes make it close to impossible to modify a 2014 car.
In particular, the front bulkhead - the top of the front of the chassis - needs to be 50mm lower.
There have also been changes to the regulations governing noses, in terms of both their dimensions and their resistance to an impact.
However, these could be met by designing a nose cone.
Says noted Motorsports authority n7thGear "If the noses in f1 get any smaller they will look like Jackson"
Mini Editorial/Rant: F1 is getting worse every year. They have made the pinnacle of Motorsports a veritable soap opera, more focused on teams bank accounts, driver's egos, Bernie Effing Ecclestone and his idiotic thought processes, and getting Pharrel to show up for everything than on what it's about. Which is racing at its finest. Fire Bernie, put Lauda in charge, and let's go race for goodness sake.

Force India has defended its decision to vote against what it has called a "speculative" bid by Marussia to run its 2014 Formula 1 cars this season.

F1's Strategy Group met in Paris on Thursday to discuss a host of issues relating to the future of the sport.

One item on the agenda was an application by Marussia for a rule change to allow it to run its 2014 cars at the start of the campaign.

Under F1's governance structure, such a move would require unanimous support from teams in the Strategy Group and the F1 Commission before being approved by the FIA World Motor Sport Council.

But the application fell at the first hurdle when Force India said it did not back the move.

Its decision has prompted claims that the Silverstone-based outfit was more focused on securing a share of the commercial rights income due to Marussia than helping boost grid numbers.

If Marussia does not compete this season then it is likely that the funds due to it - worth around £30million - will be split between the other teams.

(Justin King, former chief executive of Sainsbury’s, was set to takeover the team if they rightfully received the £25 million prize money for finishing ninth in last year’s Constructors’ Championship, a position made possible by Jules Bianchi’s epic performance at the Monaco Grand Prix. Now the teams will ~~share steal~~ have that money for themselves.)

Marussia Manor F1 Strategy group blocks team

Force India's deputy team principal Bob Fernley insists, however, that his team did not support the 2014 car plan because Marussia's application did not appear to have solid foundations.

"The strategy group was faced with an application for Marussia's 2014 cars to compete in the 2015 championship," said Fernley.

"During the meeting it emerged that there were compliance issues and that the application lacked substance.

"Equally, the speculative application submitted contained no supporting documentation to reinforce the case for offering special dispensation.

"For example, no details were supplied of who the new owners would be or the operational structures that would be put in place.

"Given the lack of information, uncertain guarantees, and the speculative nature of the application, the decision was taken that it is better to focus on ensuring the continued participation of the remaining independent teams."

The decision by the Strategy Group means that there is no chance of Marussia making the first race of the season.

However, with F1's commercial agreements giving teams the right to miss three races without consequence, Marussia could in theory keep its commercial income if it can somehow build a 2015-compliant car by the Bahrain Grand Prix.

Such a move would require a large amount of investment.

Bernie Ecclestone has confirmed reports that Marussia will not be allowed to return to formula one this year with its 2014-spec car.

Former Sainsbury's boss Justin King is reportedly behind the efforts to bring the team - now called Manor - out of administration and back to F1 in 2015.

But as suggested in recent days, the effort looked sure to stumble at Thursday's Paris meeting of the strategy group, where rival teams might not agree to allow Manor to keep its engines running with an outdated car.

Ecclestone now confirms: "They wanted to come in with last year's car and it didn't get accepted.

"It needed all the teams to agree and there were three or four of them that didn't agree,"

It was reported that Red Bull and Toro Rosso were among those who rejected Manor's application as well

A Finnish newspaper Turun Sanomat, meanwhile, claims that only Mercedes and Ferrari actually voted to allow Manor back in.

"Maybe the other teams would (also) have liked to use last year's car," he added. "The trouble was that you can't do these things for one team, you have got to do it for everybody."

Another matter discussed on Thursday was the potential move to a more powerful engine formula, but the report said the current turbo V6s will remain in place at least for 2016.

Did Force India vote against Marussia running their 2014 car in the new season - and if so, why?

Bob Fernley: "The answer is yes we did, and the reason is quite simple. Marussia have an obligation to put in a proposal to the F1 Commission and F1 Strategy Groups to be able to demonstrate that they can deliver a programme for 2015. They're asking for dispensation in terms of running a 2014 car prior to switching over a 2015 car and in that should be all the details of what is going on.

"The reality is that absolutely no documentation was provided whatsoever. Even the process that was used in terms of the letter that was sent in was not compliant. It should be sent by the administrators and it was sent by one of the former directors of Marussia.

"So, while it's a very emotional subject, it also has to go through compliance and due diligence and it couldn't go through either of those. It just happened to be that Force India was the first team to vote and once one team has voted against, it’s no longer viable."

How critical is the funding issue for teams such as yours at the moment?

BF: "It's very critical. We've not made any secret of the issues involved in Formula 1, but that had nothing to do with the decision on Marussia.

"Force India is very supportive of the smaller teams and a leader in trying to maintain them all, so there's a lot of empathy and a lot of sympathy for Marussia, but the onus is on them to be able to demonstrate what they can do. So we have to make those decisions independently.

"Have we got some of our own issues? Yes we have, but we'll deal with those."

Will we see other teams struggle this year?

BF: "It's tough. It would be wrong for me to say we’re all having a wonderful time - we're having a tough time and costs are rising. The income distribution is very well documented and none of that is being addressed.

"But we have to separate all the issues out and deal with each thing clinically. The Marussia issue was a separate one and I can understand that on the face of it it looks very harsh, but the reality is the onus is on Marussia to be able to deliver.

"If it had been us, and it was our last chance saloon, we would have had all the bells and whistles out for a presentation. But we don’t even know who the owners were going to be."
